Colorado Water Pipeline and Wastewater Treatment Systems

The Fruition Colorado Community will be served by Resource Colorado Water and Sanitation Metropolitan District acting through the Pioneer Community Authority Board. 

Resource Colorado operates a 500 gallon per minute Reverse Osmosis water treatment facility which will supply potable water throughout the community through it’s distribution system. 

Each property will have a sanitary sewer tap which will convey flow to the northwestern corner of Section 32 where the District operates a 600,000 gallon per day wastewater treatment facility.

All facilities have been designed with expansion in mind. The water and sewer treatment facilities are engineered with multiple trains that come online at planned flow rates. 

This approach allows for expeditious permitting and shortens the lead time for material suppliers.

Resource Colorado - Approved 208 Plan Information

Section 208 of the Federal Clean Water dictates that all state agency’s form management agencies to oversee compliance with water quality standards outlined in the Act. The designated management agency for Weld and Larimer County’s is the Northern Front Range Water Quality Planning Association (NFRWQPA). The Association makes recommendations on strategies to maintain and restore water quality-related environmental issues from regional population growth and development.

The Association also works with state and local agencies to continuously model the watersheds within their management boundary to ensure that all proposed infrastructure will continue to maintain or improve the water quality standards. The primary watersheds within the Association’s boundary are the  Cache la Poudre Basin, the Big Thompson River Basin, the Little Thompson River Basin, the St. Vrain Creek Basin, and the South Platte River Basin.

The Resource Colorado Water and Sanitation Metropolitan District (“Resource Colorado”) Treatment Facility is located along Box Elder Creek which is located in the South Platte River Basin. As the first step in permitting a new treatment works, all applications much undergo the “Site Location Application Process”.  The initial step for the Site Location Application process is to draft a Wastewater Utility Plan and submit it to the local 208 Planning Agency for approval. The Wastewater Utility Plan demonstrates that the proposed treatment works is sufficient to meet the population growth for the area while meeting all current and projected future water quality planning targets. Resource Colorado worked with a local consulting engineer to develop detailed plans and treatment processes to serve the Fruition Colorado community while ensuring all water quality standards are met or exceeded. The Wastewater Utility Plan for Resource Colorado was approved in February of 2023 by the NFRWQPA and all remaining permit documents are being processed by the Colorado Department of Health and Environment.

Additionally, we take on the role of infrastructure providers and operators, ensuring the efficient delivery, treatment, and distribution of water. This includes overseeing sewer treatment facilities as well.

The water supplies and wastewater treatment designed are the result of many years identifying, developing and conserving scarce and valuable water resources.  However, water assets, whether renewable ground water, agricultural ditch shares, designated basin supplies, or tributary rights to surface water is of little value beyond its agricultural use until changed for Municipal & Industrial use. Most importantly, water cannot easily be adjudicated unless an economically viable, specific approved land use for the resource is identified. Colorado has strict, anti-speculation policies and regulations.

The following describes essential steps required to prepare a purchased water asset for its ultimate use:

  • Purchasing the right quantity and quality of water at a competitive price requires a depth and understanding about water and the water market.
  • After the water is purchased, an ultimate user’s needs must be integrated with the resources.
  • The water cannot go through the process without the available quantity and quality of the asset being studied, analyzed, and confirmed in this highly specialized area.
  • The change in use from agricultural to municipal use must be filed and approved.
  • Ultimately, an appropriate collection and delivery system must be designed, built, and financed.
  • The development, distribution and management of the water and wastewater assets require financing. Farkas has established many special districts—some of which have a statewide service area and bonding authority, for tax exempt, municipal bonds.
